We need more solar. The new solar incentives must be aggressive to meet a goal "to maintain 
robust growth across all installation sectors". I support the following approach:

1) There should be no incentive gap between SREC II and the next solar incentive,
2) The DOER should not unfairly impose siting restrictions that do not apply to other 
development projects - and would restrict solar to only 1 or 2% of available land, 
3) The size of the next solar incentive program should be substantially larger than 1,600 MW, 
4) The next solar incentive program should make solar equally accessible for all residents and 
businesses in the Commonwealth - including those located in MLP territories. 

We have experienced tremendous growth in solar by being bold. This industry can be one of 
the strongest in the Commonwealth if you put forth solid, strong policy to support it: there is a 
lot of work to be done. I also urge you to incorporate the Net Metering Task Force's first 
recommendation - conduct a Value of Solar Study - and use it for a policy basis and to track 
progress.
